Soft cover. Condizione: Very Good. A rare in-house intelligence report describing the first West German mission to the region in the lead up British withdrawal, independence, and formation of the UAE which was still then an uncertainty: "Whether the Federation of the Gulf States announced in 1968 becomes a reality will be very significant for political, economic, and social progress" (p33). A4 mimeo in black-titled blue wraps. Printed to rectos. 57pp German text with annexes in English + (2) full-page b/w maps of the Northern Trucial States and their place in the region. Very good with creasing to corners and minor loss to final leaf (not affecting content). Worldcat and Library Hub together record 9 institutions of which 6 in Germany (OCLC 72337128, 43949799, 1068394766: SUB Hamburg, DNB Leipzig, SBB-PK Berlin, UB-HU Berlin, UB Tubingen, USB Koln, Orient Institut Beirut, Exeter, Columbia). The number of maps is not stated but corresponds with OCLC 72337128. This was prepared for the West German Near and Middle East Association (NUMOV), founded in 1934 to promote trade ties. In 1960 it formed the Deutsches Orient-Institut (DOI) to conduct economic, cultural and political analysis. DOI's first Director, Dr Ernst Messerschmidt, wrote the Foreword dated May 1971. He had been unable to participate owing to illness, and died later in the same year. He credits authorship to Dr Hans Peter Linns (Deutsche Bank), Herbert Wenzel (Head of Delegation / Director, Brown, Boveri Cie) and Dr Martin Bockmeyer (Advisor to the German Economic Affairs Minister). The Delegation included representatives from 12 major manufacturing, trade, engineering, consulting firms and banks, with Bockmeyer, and Consul for Kuwait and Arabian Gulf Norbert Montfort facilitating. Their aim was to express German interest in doing business in the region, and gather information for German firms. Their findings highlight opportunities from rising oil revenues, challenges of British dominance, and new entrants including France, the US and Japan. They helped lay the ground for closer ties post-independence with bilateral relations established during 1972-73, and German firms were able to secure lucrative contracts. Of those represented here, Siemens for example began operations in Oman in 1972, and partnered with UAE's Al Gurg Group in 1973. The Delegation began in Kuwait on 4 March, which does not feature prominently here as the visit was "unofficial". They found the Industry and Trade Minister happy with the "Made in Germany" exhibition launched in February, and the Chamber of Commerce keen to diversify the economy (Foreword). Chapters cover: Bahrain (5-7 March), Qatar (8-9), Abu Dhabi (10-11), Dubai (12, 16-17) and Oman (13-16). They must have been pleased with their reception, as the list of people met reveals invariably top level figures such as the Rulers of Bahrain and Dubai, and the Deputy Ruler of Qatar. In Bahrain they note the state of boundary uncertainties, investment climate, German participation, and opportunities eg in aluminium. In Qatar they look at cement and fishing and identify the need for a Consulate. In Abu Dhabi they note the budget deficit caused by recent major infrastructure work, the 5 Year Plan, the dilemma of whether to promote economic growth through liberal immigration, agriculture in Al Ain, industry etc. They note Oman's isolation and attempts to forge ties via the Arab League, the previous Sultan's resistence to development, priorities, major tenders (port at Matruh, airport at Muscat etc), electricity constraints, open planning contracts, agricultural studies, consulting etc. They note Dubai's role and potential as a major trading hub including in gold and silver, new banks from Iran, Pakistan, India, water scarcity, centralised power (no individual ministries), important projects (deep water port, airport, cement etc), and scope for consulting. Annexes reproduce Laws and Notices for Dubai and Qatar.…
