Joseph-Antoine Lefebvre de La Barre, maître des requêtes et intendant du Bourdonnais, forma en 1663, une nouvelle Compagnie pour la colonisation de la Guyane. Ce projet, soutenu par Colbert, reçut promptement son exécution; en 1664 deux vaisseaux débarquèrent à Cayenne un premier détachement de colons. Revenu momentanément en France en 1665, La Barre écrivit, pour la mettre sous les yeux du Roi, la "Description de la France équinoctiale" dans laquelle il rend compte des résultats qu'il avait obtenus et y exposait ses espérances pour l'avenir de la colonie. La guerre ayant éclaté entre la France et l'Angleterre, Cayenne fut attaquée et prise, et la plupart des ses nouveaux habitants emmenés prisonniers.
