Instead of finding a way-forward and acquiring a lasting solution the the amnesty question in the country, the book sees between the deeper lines of colonialism, military rule, and the country's deadly civil war, etc, an emergent philosophy; an inflated oligarchy. In the book's contention, Nigeria's oligarchy has not only been the actual clog on the Jonathan's Amnesty project, for the most part,the constant reliance this philosophy on the pillars of regional agenda, such as, the Northern Agenda, the Igbo Agenda, or the Yoruba Agenda, etc, has been the reason why Nigeria can hardly resolve any of its national problem. Anziche individuare una via d'uscita e trovare una soluzione duratura alla questione dell'amnistia nel Paese, il libro individua, tra le righe piu profonde del colonialismo, del regime militare e della sanguinosa guerra civile del Paese, ecc., una filosofia emergente: un'oligarchia gonfiata. Secondo la tesi del libro, l'oligarchia nigeriana non solo ha rappresentato di fatto l'ostacolo principale al progetto di amnistia di Jonathan, ma, in gran parte, il costante affidarsi di questa filosofia ai pilastri dell'agenda regionale - quali l'Agenda del Nord, l'Agenda degli Igbo o l'Agenda degli Yoruba, ecc. - e stato il motivo per cui la Nigeria fatica a risolvere qualsiasi suo problema nazionale.
