Als Jurist gehörte Schmier zu den katholisch Naturrechtlern, die dieses Gebiet als selbständiges Fach betrieben. Er setzte sich mit Grotius und Pufendorf auseinander, vertrat jedoch selbst eine aristotelisch-thomistische Linie in der Nachfolge von Francisco Suárez. Sein kanonistisches Hauptwerk ist äußerlich nach der Systematik des Liber Extra gegliedert, bringt aber die Hauptmaterien in 13 Traktaten unter neuen Gesichtspunkten und wird als die bedeutendste Leistung eines Benediktiners auf dem Gebiet des Kirchenrechts bewertet. Schmier vertrat die Zweigliedrigkeit der Kirchengewalt als Weihe- und Jurisdiktionsgewalt. Die Universalgewalt des Papstes in der Kirche ist für ihn selbstverständlich. Schmier entwickelte hier auch eine eigene Gerechtigkeitslehre, die an dem Begriff der Justitia legalis" (Gemeinwohlgerechtigkeit) orientiert ist und auf der thomistischen Rechtslehre beruht. Aus ihr ergibt sich, daß den Untertanen in Staat und Kirche subjektive Rechte zustehen. Schmier gilt als kanonistischer Klassiker des 18.
