Jules Garnier, né à Paris en 1847, est un peintre, aquarelliste et graveur de la seconde moitié du 19è siècle. Il expose au Salon de 1860 jusqu'en 1889, année de sa mort à Paris. Il est connu pour être l'auteur de cent soixante compositions illustrant l'oeuvre de Rabelais exposées en Angleterre une année après sa mort . Elles furent alors saisies comme "attentatoires à la morale".
