ICS grew out of a mine-safety question-and-answer column run by Thomas J. Foster in the Colliery Engineer and Metal Miner and enrolled its first class of 500 miners in 1891; cumulative enrollment reached four million by 1930, making it the most successful correspondence school in American history. The bound volumes gathered the loose serial-numbered Instruction Papers into permanent form, this one comprising Stadia and Plane-Table Surveying (Serial 5221, Edition 1), Topographic Surveying, and Hydrographic Surveying, by the I.C.S. Staff in collaboration with George D. Whitmore, Chief of Surveys at the Tennessee Valley Authority. The first section is the stadia method, the quick way to get moderate distances when high accuracy is not required: the principle, instrument constants, formulas, the stadia reduction table and the Beaman arc, then field operations, the determination of rod interval, methods of finding the inclination of the line of sight, observations taken with and without the stadia arc, elevations when the middle hair is set at a foot-mark, the stepping method, the accuracy to be expected, transit-stadia surveys for locating topography with typical field notes, and indirect leveling by stadia. Plane-table work follows, the outfit itself with the Coast-Survey, Johnson and traverse tables and the seasoned pine board dovetailed against warping, the alidade, then orienting the table, locating points by direction and distance and by intersection, plotting the position of the table by Lehmann's coast-survey method, control, field methods for locating topography, and a closing stadia reduction table. Topographic Surveying is the short middle section, covering methods of control and of locating contours, the side-shot method by transit and stadia and by plane table, the cross-section method by transit and level, by hand level and by slope level, and a brief treatment of aerial topographic surveying. Hydrographic Surveying is the most unusual of the three and takes the work onto the water: the survey of a shoreline by transverse surveying and triangulation, sounding and gauges, then a full account of the sextant, the law of reflection, its theory, vernier and adjustments, and why it suits a boat where a fixed instrument will not serve. Then the locating of soundings by ranges, sounding ranges and ranges marked by buoys, range poles and targets, and the several methods of fixing a sounding, by time intervals, by one angle measured on shore, by two angles measured simultaneously on shore or in the boat, by transit and stadia, and by a fixed line marked by wire or rope. Forms for sounding notes, the platting of soundings with the three-arm protractor and the tracing-paper method, hydrographic maps and charts, and the measurement of volume follow, with the capacity of a lake or reservoir and of a valley or basin for water storage. The folding plate is Fig. 36, a navigation chart of a harbor entrance, soundings in feet at mean low water, lines of equal depth at six-foot intervals to eighteen feet, buoys set along the eighteen-foot contour to mark the limits of the channel, triangulation points, a bar, a wreck, high and low water lines, and a gridded town along the shore with its church, windmill, lighthouse and wharf; the facing text works through how each sounding was fixed, the nearer ones by intersecting transit lines observed from shore and those farther out by sextant angles on three fixed points, the church, the lighthouse and the windmill. The coastal methods at the end reach current practice for 1939, echo sounding, radio-acoustic ranging in which a bomb is exploded and the interval to the receipt of radio signals is multiplied by the velocity of sound in the water, and star-control echo sounding with sextant observations on four stars at dawn or dusk. The hydrographic section refers the student back to Mapping, Parts 1 and 2, for the drawing of the resulting charts. Stadia and Plane-Table Surveying carries the 1940 copyright, Topographic Surveying the 1931, Hydrographic Surveying the 1939, with no periodic-review notice or later edition date. Whitmore, credited on the title page as Chief of Surveys at the Tennessee Valley Authority, an agency then producing some of the most ambitious aerial mapping in the country. A short opening section covers terrestrial photogrammetry, the instruments, the photographic negative, locating the principal point, and the construction of a plan from perspectives, before the book turns to the air. From there it is a working manual of aerial survey as of 1941: the airplane and crew, aerial cameras single-lens and multi-lens down to the five-lens, film magazines, lens cones, register marks and the trapezoidal Maltese-cross composite print, camera lenses, view finder and camera mount, then the flying of the job itself, direction of flight, overlap, net area, flight maps, photographic weather and the photographic index. The analytical middle of the book takes up what a vertical photograph actually shows and how far it lies: relief displacement and its adjustment, the effect of hills and valleys on scale, the height of an object as obtained from a photograph, tilt displacement, then stereoscopy and the interpretation of photographs. The last half is practical: determination of scale, ratioed and rectified photographs, compilation of control plots by the principal-point traverse and radial-line methods, the making of templets, mosaics, and finally the special plotting instruments, comparators, stereocomparators, parallactic displacement, and the multiplex aero-projector with its red and blue-green filters, tracing table and the plotting of contours. Illustrations are drawn from working practice, including a five-lens composite courtesy of Fairchild Aviation Corporation and a photograph of an operator plotting contours at a multiplex table. The text is candid that maps for military purposes are sometimes built from photographs with no ground survey at all, a remark of some weight in the year it was printed. The single copyright is 1941, with no periodic-review notice or later edition date.
