Eine umfassende soziale Innovation konnte im Metropolitandistrikt Quito / Ecuador eingeführt werden, jedoch im 'Globalen Süden' beginnt, Anfänge eines Diffussionsprozesses auf internationaler Ebene zeigt. Institutionelle Akteure als mögliche Barrieren werden beispielhaft identifiziert. Über den Ansatz 'intellektuelles Kapital der Kommunalregierung' kann das für einen solchen Prozess notwendige lokale Wissen genauer institutionell und räumlich eingegrenzt werden. Ergebnisse sind unter anderem: (a) es können Wissensgebiete mit potentiell hoher Wirkung auf die Einführung eines umfassenden Prozesses sozialer Innovation herausgearbeitet werden, die den bisher eher technologisch / wirtschaftlich dominierten Erklärungsansatz für Wisssensregionen deutlich erweitern, (b) ein solcher Prozess kann auch ohne die Mitarbeit lokaler Universitäten in Gang gesetzt werden - damit können völlig neue Standortstrukturen präsentiert werden, nicht nur mit Blick auf die lokale Wirtschaft, sondern gerade auch für den tertiären Wirtschaftssektor, sowohl für nationale wie internationale Institutionen, (c) es besteht bei sozialen Innovationen eine Komplementarität von Wissen und Fortschritt zwischen Europa und Lateinamerika, (d) bisherige Studien zum Zusammenhang von Innovationen und Stadtentwicklung sind zu ergänzen, da vorliegende Studien immer von wirtschaftlichen Innovationen ausgingen, im Regelfall aus 'Globalen Norden'.…
