Arter was a social and cultural researcher and former director of field studies for the Center for Human Relations Studies at New York University. In 1959, Dr. Arter founded and became president of Research and Action Inc., a social research company in Manhattan. She created and administered projects serving women and girls for the National Board of the Y.W.C.A. and the National Council of Negro Women. Any professional field must be based on sound theory and continuous research. As experience widens, new meanings emerge. Thus, at the Center for Human Relations Studies at New York University it was seen that theory, research, and professional education could all be parts of a unified program. The theory must represent the best concepts of all the social sciences woven into a systematic and orderly rationale. The research was to involve the student in actually taking part in action and analysis of action for the improvement of social relationships. Thus, the emerging idea of action research, where the researcher is both participant and observer, was widely developed in programs for professionalizing the human relations field.…
