A "forward looking vicar" of Victorian England, in 1843?4 he was one of the earliest supporters of the Metropolitan Association for Improving the Dwellings of the Industrial Classes, and in 1845 he published twelve ?Letters on the Unhealthy Condition of the Lower Class of Dwellings,? founded on the official reports recently issued by the poor law commissioners and the health of towns commission.
