Cette intégration se fait en deux temps : la critique des travaux sur le développement local montre leur oubli du politique et la reconstruction d'u…ne approche alternative sensible à la démocratie locale. La critique du développement local s'inspire de celle du lieu de survol de Claude Lefort. Suivant cette critique, nous montrons que le développement local pense le local comme une communauté dont les principes sont définis d avance et qu'il occulte ainsi le débat démocratique sur le sens de l'espace local. Nous retrouvons tant dans les Cahiers du GRIDEQ que dans le projet de recherche du Saint- Laurent une réflexion qui pense l'espace local comme un « territoire » réfractaire à toute logique fonctionnelle. Ce jeu d'opposition territoire/fonction cache l'incertitude sur le sens du local. En s'inspirant des travaux de H.G. Gadamer et Nancy Fraser nous construisons une approche « historique » capable de faire transparaître la démocratie à l'oeuvre dans les pratiques. Cette approche fait une place centrale au dialogue dans la construction de l'espace local commun.
