Esta obra analiza las tres cuencas hidráulicas más relevantes de Oriente Próximo, las de los ríos Nilo, Jordán y el sistema Éufrates-Tigris: caudales, aprovechamientos, equipamientos y reparto. Posteriormente se adentra en el aspecto central de la obra, que es el de los conflictos en torno a su uso: los antagonismos entre Irak, Siria y Turquía respecto al Éufrates-Tigris, los intentos de control de las aguas del alto Nilo por parte de Egipto, el principal consumidor, y, sobre todo, los proyectos israelíes sobre el Jordán, las respuestas árabes y cómo unos y otras influyen en los procesos políticos de la zona. Junto a ello, los grandes proyectos (la presa alta de Assuán, el proyecto GAP en el sureste de Turquía, el canal de Jonglei, en el alto Nilo.), que ponen de relieve la capacidad de los estados de la región para poner en marcha obras de gran envergadura, por mucho que estén lastradas por consideraciones políticas que pueden ser poco eficaces o incluso hostiles hacia sectores de la población propia y los estados vecinos. Todo ello para concluir que el problema del agua es una fuente de conflictos, aunque por sí solo no parece destinado a provocar una guerra. Una conclusión que, aunque contraria a las tomas de posición más dramáticas, ofrece nuevas perspectivas a la resolución de muchos de los antagonismos de la región. Ello hace de esta obra no sólo una fuente única de información sobre el estado actual de la cuestión, sino también una reflexión muy pertinente para quienes estén interesados por la geopolítica de la zona.
