Zunächst soll eine definitorische Annäherung an den Begriff der Jugendberufshilfe stattfinden und eine Beschreibung des Handlungsfeldes. Außerdem soll spezifisch auf die Jugendsozialarbeit eingegangen werden, die die Grundlage für die Jugendberufshilfe darstellt. Die Jugendsozialarbeit kennzeichnet sich durch bestimmte Grundsätze aus, die für junge Menschen in schwierigen Lebensphasen eine wichtige Stütze bieten. Deshalb soll anschließend auch auf die Besonderheiten der Lebensphase Jugend eingegangen werden, die die Daseinsrelevanz der Jugendsozialarbeit noch einmal betont. Neben der historischen Skizzierung zur Entstehung der Jugendberufshilfe, die in diesem Kapitel ebenfalls beinhaltet ist, sollen die Adressat*innen mit ihren sozialen Problemlagen beschrieben werden. Dabei wird gesondert die Gruppe der jungen Erwachsenen aufgeführt, die meist als besonders benachteiligt im Spannungsfeld zwischen SGB II und SGB VIII gelten. Das zweite Kapitel beschäftigt sich mit der Spezifität des SGB II. Die beiden Kernmerkmale des SGB II sind zum einen der Grundsatz des Förderns und Forderns sowie zum anderen die Sanktionen, die das Gesetz bei Regelverstößen vorbehält. Des Weiteren wird es um die Schnittstellenproblematik zwischen SGB II und SGB VIII gehen, die sich zwischen beiden Gesetzen aufzeigt, insbesondere hinsichtlich der Zuständigkeiten ihrer unterschiedlichen institutionellen Einrichtungen. Deshalb soll im dritten Kapitel analysiert werden, wie Arbeitsvermittlung und Jugendhilfe dennoch kooperieren können, auch wenn die Frage der Zuständigkeit in vielen Fällen umstritten ist. Zum Vergleich beider Ansätze, wird danach auf das Konzept der Lebensweltorientierung in der Sozialen Arbeit eingegangen, das für die Arbeit der professionellen Fachkräfte in der Kinder- und Jugendhilfe leitend ist. Deshalb sollen hier konkret die Vorteile einer Diversion herausgearbeitet werden, um anschließend zu argumentieren, inwiefern Unterstützungsmöglichkeiten durch die Jugendhilfe im Strafverfahren initiiert werden können. Knapp umschrieben, handelt es sich bei einer Diversion um eine Ableitung oder Umleitung aus dem Strafverfahren heraus. Die Täter:innen sollen vom System formeller Sozialkontrolle weggeführt werden. Durch die Diversion sollen verschiedene Ziele erreicht werden, die einerseits für den:die Täter:in, die nahen Angehörigen wie die Eltern, aber auch für die Justiz von Vorteil sind.
