Soft cover. Condizione: Very Good. Original publisher's beige paper pamphlet. Some leaves unopened. No date, circa 1830. 6" x 9 1/4." Twenty pages, complete. Pages are clean and intact overall but have age toning and darkening throughout, offsetting on front, and slight wear to extremities. A Very Good copy. This pamphlet contains the printed text of one of the famous 1830 speeches made by Robert Y. Hayne (1791-1839), an American lawyer and politician, in response to Massachusetts Senator Daniel Webster. Hayne served as a United States Senator from South Carolina from 1823-1832 and the 54th Governor of South Carolina from 1832-1834. He was a Democrat and a staunch supporter of nullification and states' rights. Hayne made this speech following the "Foot resolution," a proposal introduced by Connecticut Senator Samuel A. Foot. Foot's resolution called for a federal study of restricting public lands already surveyed and available for sale which would, in effect, prevent states from completing further land sales. This was an issue of states' rights, and Hayne argued against federal authority over public lands. Hayne addresses many subjects in this speech relating to Foot's resolution. Much of his speech is a defense of states' rights. Several times in his address, Hayne decries the "consolidation of government" which he calls "the worst of evils." He also criticizes the proposed protectionist tariff increases on imported goods which were forwarded by Webster and opposed by Southern senators. Part of the context behind the proposed tariffs was the changing economic structure of Massachusetts which was then seeing a transition from being agricultural to industrial. Hayne voted against each of the proposed tariff bills of 1824, 1828, and 1832. Hayne also discusses contemporary issues regarding South Carolina and Massachusetts such as the charge that South Carolina is promoting disunion.…

Broadsheet, 47.5 x 29 cm. printed in four columns on recto, two on verso, with ads filling out the column, the remainder of the verso blank. Some browning, 5" tear from bottom, without loss. An early and interesting Northern New Year's appearance of this enormously important document, published as a response to President Jackson's Proclamation of Dec. 10, 1832, which threatened the use of force, if necessary, to uphold newly passed tariff laws. The nullification doctrine then prevalent permitted state governments to veto the enforcement within their borders of national acts deemed by them to be ultra vires.
