Education Watch is a civil society initiative to monitor the primary and basic education status in the country disseminate findings and promote dialogue in this respect. This is the sixth report of this initiative. The previous reports addressed different aspects of primary education and the state of literacy in Bangladesh. These included internal efficiency learning achievement of students literacy level of the population a probe into inter connected factors bearing on performance of schools and children at primary level and socio economic correlates of primary education and literacy. The sixth Education Watch report is the first one on the state of secondary education in Bangladesh. It attempts to construct a baseline of basic indicators on how the sub sector functions especially in respect of provisions for services and their internal efficiency. In keeping with the objectives and practice of Education Watch studies the aim also is to contribute to informed dialogue on policy and actions and to facilitate for this purpose civil society participation in the development of education policies and strategies. The defining theme of Education Watch studies is making education relevant to overarching national objectives of poverty reduction by promoting equitable access to education equipping young people with knowledge and skills for the competitive market place and building a democratic polity. With in this framework the practical questions of reconciling quality with wider and equitable access to secondary education have been given attention. "This book is based on a restudy undertaken during the second half of the 1990s of a village that Kirsten Westergaard studied in 1975/76, and which she named Boringram. The period between the two studies had witnessed many changes at the policy level in Bangladesh. Over time, the ideology of socialism had been abandoned and replaced by capitalism, emphasising liberalisation and privatisation as well as other structural adjustment reforms. The impacts of the reforms were mixed and varied throughout the country; and with regard to the agricultural sector, the agro-ecological characteristics were important factors for the success of the reforms. Located in the Barind Tract in the northwestern part of Bangladesh, Boringram is well suited for irrigation and the cultivation of high-yielding varieties of crops, which were introduced in the area in the early 1980s. The study shows that the size of landownership had declined, but nevertheless all sections of the population had improved their standard of living, the landowners due to increased productivity of land, and the landless due to rising agricultural wages and employment in the informal sector. While the process of pauperisation experienced in the mid-1970s had been halted, the study also shows that in the intervening period, inequality had increased. Because of loans from NGO credit institutions and non-agricultural employment, the poor were less dependent on the landed classes, and in the economic sphere the patron-client relationships had weakened. These changes, however, had little impact on the political sphere. The breakdown of village unity witnessed in the 1970s had accelerated, and the traditional institutions had broken down. Although the villagers had no trust in the traditional leaders, there was no challenge to their leadership, and the local power structure persisted." (jacket). …

Experimental improvements of three alloys were studied and the microstructure, conductivity and hardness have been investigated. The addition of Cu to Al-6Si-0.5Mg alloy resulted in the formation of a hard Al2Cu phase and improved the hardness. The Cu-free and Cu-containing Al-6Si-0.5Mg alloys were homogenized (24hr at 500oC), solution treated (2hr at 540oC) and aged at different temperature and time. Formations of different inter-metallic phases were studied by conductivity and hardness measurement in the both Cu free and Cu added Al-6Si-0.5Mg alloys. Inter-metallic phases (hard phases) formed during ageing after solution treatment and they have strong effect on the age hardening and conductivity. An addition of Cu has strong interaction with Al, Si, Mg atoms and vacancies. The increased conductivity in the materials results from the decrease in concentration of the alloying elements in the aluminum matrix due to decomposition of second phase particles and less dislocation density in the formed structure. …
