The discussion featured Cecil Willis of Marion, Indiana, and Clifton Inman of Parkersburg, West Virginia, and took place in two parts: first in Parkersburg (September) and later in Dayton, Ohio (October/November). The debate centered on whether it was scripturally authorized for local churches to fund and work through outside organizations.
