Offering prospects for membership in the EU has been a successful instrument for helping shape the tran sition in East Central Europe The imminent first round of enlargement also calls for a deepening of EU integration, which should be resolved through the EU Convention. While the European Union is preparing for ten new member states, developments in Europe are far from standing still. The countries beyond the EU's future borders in Eastern Europe and the Balkans are undertaking a threefold process of national con solidation, transition to a market economy and strengthening parliamentary democ racy. These processes entail risks that range from authoritarian regimes to armed es calation in Southeastern Europe. These risks have a direct impact on European secu rity and stability. At the same time, some areas of internal transition are making seri ous strides toward Western standards. For this reason, simply reducing Eastern and Southeastern Europe to a set of risks threatens to create a self-fulfilling prophecy.

Das Kalkül Lenins und später Stalins, dass der revolutionäre Funken der machthabenden Partei der Sowjetu…nion zur Umgestaltung der Gesellschaften sich in kurzer Zeit weiter auf Gesamteuropa ausbreiten werde, erfüllte sich jedoch nicht. In der Folge wurde das Instrument der Gleichschaltung von Moskau bis nach Wladiwostok als Form des staatlichen Terrors eingesetzt. Der sogenannte große Terror war in den Jahren 1937/1938 geprägt von sozialistischen Gewaltexzessen an mehr als zwei Millionen Menschen, die im sowjetischen Reich verhaftet, gefoltert und ermordet wurden. Diese Verbrechen wurden über Jahrzehnte tabuisiert.Die nachhaltigste Zäsur im kommunistischen System der Parteiherrschaft wurde ausgelöst durch den Tod Stalins 1953 und den darauffolgenden 20. Parteitag der Kommunistischen Partei der Sowjetunion (KPdSU). 1956 setzte Nikita Chruschtschow ein Signal des Wandels in einer fünfstündigen Geheimrede über die Verbrechen Stalins. Im Ergebnis wollte die KPdSU so auf eine Entstalinisierung vorbereiten und Handlungsspielraum für eine vorsichtige Reformpolitik gewinnen. Damit eröffneten sich innenpolitische Möglichkeiten für Vertreter von Demokratie und Freiheit, ihre Ziele öffentlich zu formulieren - und der Weg für den Prager Frühling im Jahr 1968 war bereitet. Dieser Versuch der tschechoslowakischen kommunistischen Partei um Alexander Dubcek, einen 'Sozialismus mit menschlichem Antlitz' zu gestalten, endete mit seiner gewaltsamen Niederschlagung am 21. August 1968.Diejenigen, die diese Ereignisse miterlebt hatten, waren unter dem sowjetischen Regime zum Schweigen verurteilt - so wie Michal Reiman, ein Weggefährte Dubceks, oder Tamara Reiman, die als Dolmetscherin an der Konferenz der sowjetischen und der tschechoslowakischen Führung teilnahm, die Ende Juli bis Anfang August 1968 in Cerna a. d. Thieß stattfand und die kommenden Ereignisse einleitete. Erstmals dokumentieren sie in diesem Band ihre Erlebnisse und machen sie so der Nachwelt zugänglich. Es liegt jedoch auf der Hand, daß die politisch-gesellschaftliche Befriedigung des Landes und damit Zukunft Rußlands fundamental mit einer als gerecht empfundenen Lösung der sozialen Probleme ver knüpft ist. Dem Thema kommt daher höchste aktuelle politische Bedeutung zu. In der wissen schaftlichen Literatur wurde die Sozialpolitik der UdSSR und Rußlands als selbständiges Thema nur wenig erforscht. Infolgedessen konnte sich die Autorin kaum auf Vorarbeiten an derer Forscher stützen. So hatte sie nicht nur erstmals ein Konzept zu entwickeln, sondern auch entsprechende Primärquellen zusammenzutragen. Die Untersuchung ist zudem durch ihren Charakter als eine die laufende Politik begleiten de Forschungsarbeit charakterisiert, die nicht auf Vorbilder zurückgreifen konnte. Ihr beson derer Vorzug besteht darin, daß sie sowohl die zentrale wie auch - exemplarisch - die regio nale Ebene des Landes erfaßt. Weitgehend eingebettet in die Bedingungen ihres historischen und sozial-ökonomischen Umfeldes erweisen sich die wissenschaftlichen Befunde zur Ge samtsituation jüngster russischer Sozialpolitik weitestgehend als innovativ. Neben einer bis lang nicht vorhandenen konkreten Darstellung der wichtigsten, gegenwärtig institutiona lisierten sozialpolitischen Einrichtungen, erfaßt die Untersuchung das Renten- und Gesund heitswesen, die Sicherung bei Arbeitslosigkeit sowie die Sozialfürsorge. 218 pp. Deutsch.
