Majority of local NGOs are still either relief or development oriented regarding their policy objectives. They are fear of taking up policy advocacy, rule of law, human rights, criticism and opposition to state policies and practices. This is partly explained by the fact that many NGOs restored to opportunism or subservience to the government. That is, they make political calculations deemed necessary to ensure survival. In other words, most NGOs pretend not to engage in sensitive issues that may antagonize with the government. In simple terms, they rather conform to center of power and prefer to maintain personal and institutional interests (Kassahun, 2002:124).However, after 1991 a few local NGOs emerged and centered their objective on promoting the respect for the rule of law, protecting and monitoring human rights and enhancing civil awareness through various strategies. The Ethiopian Human Rights Council (EHRCO), Ethiopian Women Lawyers Association (EWLA), Society for the Advancement of Human Rights Education (EAHRE) are some the examples ,which entertain such objectives.Nevertheless, the relation of these human right NGOs and the government (EPRDF) is characterized by great friction and antagonism. Government sometimes intervened in their activities to extent of closing their offices (Sisay, 2001:29).In light of this background, the study is going to investigate this problem of advocacy NGOs by taking EHRCO as case and will also try to asses other impediments of its effective operation.…

Hence, the performance of public sector organizations basically depends, largely on their leadership. However, the performance of public sector organizations of Addis Ababa City Government highlighted sorts of implementation deficiencies in leading organizational performance. Accordingly, the general objective of this study was to assess challenges of leadership in leading organizational performance in Addis Ababa City Government with 4 specific objectives; those were to identify leadership challenges in leading organizational performance; to describe leadership mindset in leading performance; to assess attitudes of employees towards managing performances and assess to what extent leadership is effective in implementing good governance principles so as to enhance organizational performance. The study employed an explanatory research design with a composite of qualitative and quantitative approaches. Employees and process owners from Micro & Small Enterprise, Education, Health, Construction and Trade bureaus were selected through simple random sampling technique, while bureau heads were selected through availability sampling techniques. The data were gathered through questionnaire, interview and focus group discussion. Then, 142 sample population were selected as a sample; 136 of them were found to be valid for the analysis, as well 5 bureau heads were incorporated in the interview. Also 10 individuals of FGD were employed with process owners of the selected bureaus of the city government. Mann-Whitney U test was used to compare ordinal data across groups (leaders and employees).…

For the sake of achieving the objectives of this study, data were collected using questionnaires, interview and focus group and field observation and were analyzed using statistical analysis such as descriptive Analysis, Statistical Tests Mann-Whitney Test (U-test), Kurskal Wallis test and Regression Analysis: Binary Logit were used to analyze the data. The information gleaned through questionnaire from a sample of 271 Public Recreational Parks, and Employees from Bihere-Tsige Park, Sheger Park Yeka Park, Gola Park, Addis Ketema and Park Kolfe Park. Moreover, information also gathered through questionnaires from 54 Employees of the Agency and Sample Sub-City Offices. A face-to-face interview was conducted with 6 managers of Public Recreational Parks. The six Recreational Parks were selected purposively based on their performance indicating the service facilities and number of visitors and the lists are taken from different sub-cities to make variation. Samples of visitors were selected using purposive sampling technique. While employees of in the agency and sub-city office (the entire population) are since very small, census was applied to consider all the population as the respondents. Based on findings, recommendations emanating from the study are forwarded to build up the address the utilization and management of Public problems of Recreational Parks such as the integration of the relevant institutions at city level specifically of the Agency with Bureau of Land Development and Management should be improved for the success of the public recreational park projects specifically, and success of the development plans of the city in general. It was also recommended to improve social services to the residents. Besides, there is also a need to formulate clear and updated policy and guideline to provide standard services to maximum utilization of existing recreational parks, safe guarding recreational parks from being changed to other urban land uses and set a strategy to reclaim the already grabbed open spaces.…

However, the performance of public sector organizations of Addis Ababa City Government highlighted sorts of implementation deficiencies in leading organizational performance.Accordingly, the general objective of this study was to assess challenges of leadership in leading organizational performance in Addis Ababa City Government with 4 specific objectives; those were to identify leadership challenges in leading organizational performance; to describe leadership mindset in leading performance; to assess attitudes of employees towards managing performances and assess to what extent leadership is effective in implementing good governance principles so as to enhance organizational performance. The study employed an explanatory research design with a composite of qualitative and quantitative approaches. Employees and process owners from Micro & Small Enterprise, Education, Health, Construction and Trade bureaus were selected through simple random sampling technique, while bureau heads were selected through availability sampling techniques. The data were gathered through questionnaire, interview and focus group discussion.Then, 142 sample population were selected as a sample; 136 of them were found to be valid for the analysis, as well 5 bureau heads were incorporated in the interview. Also 10 individuals of FGD were employed with process owners of the selected bureaus of the city government. Mann-Whitney U test was used to compare ordinal data across groups (leaders and employees). The result of the study shows that leaders of the city government are confronting challenges in searching innovative ways of working to improve performance, leaders are also not challenging the employees to try out new ways of doing their task as of the level expected and the leaders¿ commitment to good governance is insufficient. This evinces that leaders of the city government are not effective in leading organizational performance whereby, they dearth leadership skills and awareness about the pillars of good governance and its ways of implementation.Books on Demand GmbH, Überseering 33, 22297 Hamburg 76 pp. Deutsch.…
