De publicatie behandelt de oorsprong en ontwikkeling van deze belangrijke gerechtelijke en bestuurlijke instelling tegen de achtergrond van de Bourgondische en Habsburgse Nederlanden. Het verhaal begint bij Karel de Stoute, die in 1473 met zijn ordonnantie van Thionville een centrale gerechtelijke instelling voor zijn Nederlandse gewesten organiseerde, en volgt de politieke, juridische en culturele ontwikkelingen tot de periode van Keizer Karel V. Bijzondere aandacht gaat uit naar Mechelen als bestuurlijk en juridisch centrum van de Nederlanden en naar de vorsten en machtsstructuren die de ontwikkeling van de Grote Raad bepaalden.
