The Advisory Committee chaired by Lord Weir (late Secretary of State for the RAF) was created to report to Churchill on how best to organise imperial air routes and develop civil aviation in the most cost effective way. This document contains the report it submitted to Churchill dated 19 April 1920, with Trenchard's separate report of 20 April 1920, and an Appendix summarising the more important steps taken by the Air Ministry for the assistance of Civil Aviation. It makes recommendations on the amount of financial support for approved routes from London to Paris and Brussels (and approved extensions therefrom), and Scandinavia using flying boats, amphibious craft, etc. Companies applying to run those routes should be approved conditional on regularity and speed of service offered. Trenchard submitted his separate report as he did not agree with all the Committee's recommendations. He advised against direct subsidies to air transport companies, preferring to fund design and research into experimental machines instead.
