Bajo la dirección de Elizabeth Jelin y Carlos Iván Degregori, y con fondos proporcionados por las fundaciones Ford, Rockefeller y Hewlett, el programa apoyó a cerca de 60 investigadores jóvenes de Argentina, Brasil, Chile, Paraguay, Perú, Uruguay y los Estados Unidos.
