The Biotechnology Science Coordinating Committee's (BSCC's) definitions for an "integeneric organism (new organism)" and for "pathogen." These definitions are critical to the coordinated framework for the regulation of biotechnology because they establish the types of the organisms subject to certain kinds of review. Contents : I. Preamble; A. Introduction; B. The Coordinated Framework for the Regulation of Biotechnology; C. Interagency Coordination Mechanisms; D. BSCC Definitions; E. International Aspects; II. Statements of Policy; A. Food and Drug Administration; B. Environmental Protection Agency; C. U.S. Department of Agriculture; D. Occupational Safety and Health Administration; E. National Institutes of Health. This notice describes the comprehensive federal regulatory policy for ensuring the safety of biotechnology research and products. The federal agencies needed to have an interagency mechanism for sharing scientific information related to biotechnology, particularly information on research and product applications submitted to the agencies. The Coordinated Framework is based upon health and safety laws developed to address specific product classes. The U.S. Government has written new regulations, policies and guidance to implement these laws for biotechnology as products developed. This framework builds on agency experience with organisms and products developed using conventional techniques, distinguishing between those organisms that require a certain level of federal review and those that do not. A key principle is that genetically engineered organisms would continue to be regulated according to their characteristics and unique features, and not according to their method of production. In other words, for example, if a food product produced through biotechnology is substantially the same as one produced by more conventional means, that food is subject to no additional (or no different) regulatory processes. The framework also maintains that new biotechnology products are regulated under existing federal statutory authorities and regulation. The U.S. policy framework contrasts with that of some of its major trading partners: the European Union, Japan, South Korea, China, Australia and New Zealand who all have separate mandatory labeling requirements for products containing genetically modified organisms.
