La nueva estructura comunitaria (Autoridad Europea de Preparación y Respuesta a Emergencias Sanitarias: HERA), será un organismo interno de la Comisión europea.El autor, Joan Mier Albert, abogado y ?PhD europeo?, ha desarrollado su carrera profesional en el ámbito público y privado, internacional, nacional y autonómico, y ha participado como docente asociado en el ámbito académico universitario, lo que le permite ofrecer una visión amplia sobre los temas abordados.
