First Edition, 1939. "This paper does not attempt to study the nature and employment of air forces in general, but only one aspect of the case -- the bombing of cities from the air. A study of bombing planes and the material effect remains in the realm of pure theroy until we inquire into the strategical and tactical application to be made of such effects. An inquiry as to the possibilities of limitation by international agreement may fail of its results if not founded upon earlier conventions concerning the laws of war in general. Each of these and other related fields requires technical, and the treatment may be as technical and as extended as requisite. But there should be somewhere a brief, nontechnical synthesis, giving to those who are not technicians in any of the fields a general idea what it is all about. This is an attempt at making such a synthesis. The paper opens with a glance at the general legal background and at the World War development in our specific field; passes to an examination of the post bellum theroies which make air operations independent of those on the ground, and direct action against civilian morale an end in itself; attempts to weigh the cost of such warfare against the results to be expected of it; and closes without attempt at prophecy, with speculations as to possible future action.
