Mandement daté du 16 Janvier 1833 ou L'Évêque de Québec, Joseph Signay, commente la fin de l'épidémie de Choléra et donne ses directives pour des commémorations religieuses qui devront se faire pour remercier la ciel d'avoir mis fin à ce fléau. Il s'agit ici d'une grande feuille pliée en deux et imprimée sur trois faces, papier vergé (c'est mon avis) filigrané avec signature au bas du prêtre secrétaire d'alors C. F. Cazeau. Peut-être de l'Imprimerie Fréchette et Cie (comme d'autres documents semblables qui sont antérieurs). Notre exemplaire est en très bon état ayant été conservé dans une reliure ayant réuni plusieurs documents d'époque. Pour seuls défauts on notera la présence de 6 trous de couture à la marge gauche, un petit chiffre manuscrit en tête du document, et un léger jaunissement ou brunissement des marges. Nous pouvons aussi mentionner qu'on peut encore percevoir subtilement les plis d'origine, ce document étant normalement envoyé plié dans les différentes paroisses d'ou le nom de pli postal. Malheureusement celui-ci se trouvait peut-être dans une enveloppe puisque qu'il n'y a pas de cachet ou d'adresse d'envoi au verso. Un document original RARE et dans un état digne d'un musée.
