Même les rois qui depuis 300 ans ont conquis une certaine auréole de réputation ont été des fléaux publics; à regarder de près, deux seuls hommes, non rois mais ministres, ont été des bienfaiteurs de l'humanité Sully et Colbert. Ils n'ont pas pressuré le peuple; sages, économes, ayant le génie de l'ordre, ils ont pu suffire aux grandes dépenses de leurs maîtres sans augmenter sensiblement le poids de l'impôt. Sully retiré du pouvoir par la mort du roi, le gaspillage entra aux affaires; et qu'est donc la maison privée d'ordre, d'économie et d'habileté Colbert mort, qu'arriva de la France L'ancienne gloire royale s'éteignit; les défaites succédèrent aux victoires, la misère publique devint horrible et le grand roi, le roi Soleil fut porté à Saint-Denis accompagné de l'exécration de la nation. Après Louis XIV, son successeur, le roi crapule, l'amant de la Dubarry, le vaincu de la Prusse, de l'Angleterre, de tous ceux qui voulurent, laissa les finances de l'État ruinées, et voisines de la banqueroute. Le roi Louis XVI, homme de bien et de nul génie plia sous le poids; des habiles auraient fléchi, lui fut renversé; la question omnipotente, celle de l'argent, était grave; des dettes partout, des charges de cour excessives, des ressources nulle part; on vivait par artifice avec l'impôt de l'avenir engagé à des financiers. Restait la ressource de créer de nouveaux impôts et de s'adresser à la générosité de la nation; à plusieurs reprises, dans des cas extrêmes, la royauté avait réuni les États généraux dépositaires de la bourse commune. À chacune de ces réunions, qui furent toujours rares, et pour cause, les rois les craignaient, les États généraux exposaient que les charges publiques étaient lourdes outre mesure, que de nouvelles charges étaient ruineuses et c'était vrai. Les États généraux harcelés, finissaient par composer. Ils avaient à se plaindre de mille oppressions royales et seigneuriales; ils demandaient soulagement en retour de la finance. L'engagement étant pris, les États généraux étaient congédiés en hâte et la promesse n'était pas tenue. Mais à la fin du siècle dernier, le gouvernement qui ne pouvait se passer des États généraux comprenait bien que les temps étaient changés, que les États seraient plus exigeants, qu'ils demanderaient des garanties, qu'enfin ils étaient assez puissants pour n'être plus trompés. La cour était perplexe, reculait la convocation fatale, cherchait des expédients, et son ministre Calonne crut faire oeuvre de génie en instituant les États provinciaux. Ces États provinciaux qui n'étaient pas en mesure d'obvier au mal, on le comprendra bientôt, fonctionnèrent à peine une année. Dans notre province du Perche, ils ont passé inaperçus, ou à peu près. Qui s'en souvient aujourd'hui; quelles traces ont-ils laissées; en quel coin caché trouve-t-on leurs oeuvres; quel bien ont-ils produit; quels historiens chez nous ont enregistré leur court et obscur passage Ils ont existé cependant, mais avec une ombre de pouvoir, privés des moyens nécessaires pour opérer de grandes réformes et pourvoir aux nécessités présentes.
