The recipient Philip Dosse was proprietor of Hansom Books, publisher of a stable of seven arts magazines including Books and Bookmen and Plays and Players. See 'Death of a Bookman' by the novelist Sally Emerson (editor of 'Books and Bookmen' at the time of Dosse's suicide), in Standpoint magazine…, October 2018. The three items are in fair condition, lightly aged and creased (the last in particular, being on airmail paper), and folded for postage. All three signed 'Devlin'. ONE: 27 October 1974. 1p, foolscap 8vo. The letter is a response to a query from Dosse regarding possible reviewers of Devlin's book 'Too Proud to Fight'. Devlin begins by stating that he has been receiving copies of 'Books and Bookmen' and wondered where they were 'coming from'. 'I have been enjoying it very much and it is only laziness that has prevented me from taking out a subscription. I should be most grateful if you would do it for me and send me the bill. / I am afraid that I have no ideas of my own about reviewers. The subject is off my usual beat and I do not know who the experts are. But Miss Elizabeth Knight in the O.U.P., who are the publishers, is very likely to have some good ideas. / On your list there is Michael Howard [the Conservative politician] who would be superb if he would do it; failing him, H. V. Hodson might be interested in theory.' In a postscript he writes that he has received Dosse's second letter, and is 'delighted that Anthony West is doing it'. TWO: 13 November 1974. 1p, landscape 12mo. It would give him 'great pleasure to review books from time to time for "books and bookmen"'. He gives details of his agent. 'The Eliza Armstrong book you mention sounds very interesting. But I am going to be out of the country for four or five months after Christmas; and I have got so many jobs before then that I must finish, that I would be unwise to take it on. Perhaps something else later.' At the head of the letter, in pencil, 're Cecil Kings 2nd Diary'. THREE: 17 January 1975. 'Thank you so much for sending me an advance copy of Anthony West's review of my book and for inviting me to review Cecil King's new volume.' He does not think it 'wise' for him to accept Dosse's 'kind invitation' regarding the King book, as he will be 'snowed under with things' he has already undertaken to do when he returns to England in May.

See the two men's entries in the Oxford DNB. With regard to Maurice's oriental studies, it is worth noting that Mackintosh was Recorder of Bombay, 1804-1811. The three items are in good condi…tion, lightly aged and worn and folded for postage. The last two show slight evidence of the breaking of the wafer, and the last has minor traces of brown paper mount. All three are bifoliums, and all are signed 'James Mackintosh'. ONE ('Serle Street Lincolns Inn August 13th.'): 3pp, 4to. Addressed to 'Reverend Mr Maurice / Twickenham'. He begins by explaining the reasons why he will be unable to see Maurice at Twickenham before leaving town for the autumn, when he will 'got to Wales on a visit to a Friend in Monmouthshire'. He continues, with reference to Beloe: 'From what I have seen of Mr Beloe & heard of his Lady I cannot but regret that I have mist [sic] an opportunity of passing a day in their Company.' The letter continues with reference to the bearer of the letter 'Mr Watson' (a 'College Companion' of Mackintosh's, who 'has since taken orders (if that be not too high a word for a presbyterian ordination in the church of Scotland'). Watson has returned from Jamaica, and Mackintosh enquires how he should proceed with regard to approaching the Bishop of London for Anglican ordination through Lord Balcarras, 'Mr Nares [Robert Nares (1753-1829)] & Mr Beloe' (i.e. Robert Nares (1753-1829) and William Beloe (1756-1817), editors of the British Critic). TWO ('Charlotte Street / Monday Eight OClock P.M.'): 1p, 8vo. Addressed to 'Revd. Mr Maurice / Low Layton / Essex'. With two faint postmarks and broken wafer. He has received Maurice's 'parcel' and will avail himself of his 'hints'. Presumably regarding a review he is writing of a work by Maurice, he states that he had 'determined to divide the Critique into two Articles': 'You may be assured that nothing shall limit praises which my heart or head concur on bestowing but the recollection that if they appear excessive they may prove injurious by being thought partial & insincere'. THREE ('Wednesday'). 3pp, 4to. Addressed to 'Revd Thomas Maurice / Great Russell Street' [i.e. at the British Museum]. With regard to a 'Subject so interesting' to Maurice he regrets 'our postponing a visit to Christie's [the London auction house of James Christie (1730-1803)] till we could both go which the Obstinacy of Mrs M's illness has hitherto prevented'. As his wife 'ventures abroad' for the first time that day (she is going to Warwick at the weekend), he suggests visiting the auction house that Friday. He laments 'the loss of a £50 bank note which I was unlucky enough to drop between Hammersley's in Pall [Mall] where I received it & my own house'. He describes the 'usual precautions' he has taken. 'You may easily conceive that this accident has not a little deranged me'. Postscript: 'I return the proof sheet & plate with thans for the gratification of curiosity'.

All three signed 'Bryce'. ONE: 13 February 1914. No place. 3pp, 12mo. On bifolium. Begins: 'My dear Ross / I should like [to] help in so good a cause, but cannot possibly…venture to make any promise for a date so distant as Nov. next. It would be "a tempting of Providence" as we say in Scotland.' He is not even certain whether he will be in England then, 'and there is nothing one has more to avoid than the breaking of promises'. He is 'glad to hear of the movement: & it will be much reinforced if the idea of a School of Social Studies in Oxford goes forward'. TWO: 23 February 1915. 1p, 16mo. On Hindleap letterhead. He apologises for having been 'prevented by incessant work from sooner sending you a donation to the Barnett House Fund'. He hopes 'to hear more about its working from you when next in Oxford'. THREE: 4 December 1917. On House of Lords letterhead. 2pp, 12mo. He is sorry to learn that 'the Poplar experiment did not succeed', but has no doubt that Ross's 'discretion was wisely exercised'. The 'contribution as a mark of sympathy' that he is enclosing 'has to be small, because there are charitable war causes so much more urgent, and making so strong a personal appeal to me that I am obliged to reserve for them all that I can give'. Concludes: 'I gather that Oriel, and doubtless many another college, has fewer undergraduates than ever.'.

The subject is not compulsory military service but the role of the civil servant (see the conclusion, quoted below). The first paragraph reads: 'Lord Chorley said that there is a close connection bet…ween the sort of function which the machinery of government performs in any society and the civil service which is required in that society. As one who had experience both from the political and from the administrative angle he would endeavour to pick out the salient points.' On p.4: 'It would already be difficult to reconstruct the National Health Service in any radical sort of way, and in a few years time it might become almost impossible; that was one of the drawbacks of organisation upon a nation wide basis, without previous experimentation.' The conclusion reads: 'The civil servant had to realise that he was at once the leader and the servant in the modern community. In modern leadership the General plays as one of the team, and a great part of his job is to make his individual followers realise that they are a team, and to give them a proper appreciation of the objectives which the team is striving to attain. That was of paramount importance in the domestic state to which we were all committed and if we failed to bring it about we might as well see the end of the western democratic civilization for which our generation had a special responsibility.' The document is undated, but there is a reference to 'the arrangements made between 1945-50 for running national industry', and a reference in anothe document among Chorley's papers dates the talk to 1952.

Can be dated to 1952 from comment on p.9: 'Power of Service enormously greater in 1952 than in 1852 - both individually and collectively.' Chorley's authorship is clear from the context: on the second page… he recalls that he was 'a temporary Civil Servant in the first world war', and the document concludes: 'Suspect chosen because identified with Chorley Report - no responsibility beyond that of other members of the Committee. | Lord Crook and "sick and tired of Chorley" will endeavour to bring these remarks to an end before the audience becomes "sick and tired".' The first paragraph makes clear the subject of the talk : 'I image that those who selected the subject for tonights discussion had observed that there is a close connection between the sort of function which the machinery of State performs in any particular society and the sort of Civil Service which is required in that State, and wished to get the views on the problem of some person who could look at it from both the political angle and the administrative angle. I will do my best to pick out what sem to be the most important points.' Becomes more like shorthand as document proceeds. From the Chorley papers.
