Karel Johannes Frederiks (Middelburg 1881 - Den Haag 1961) was van 1931… tot 1945 Secretaris-generaal van het Nederlandse ministerie van Binnenlandse Zaken. Hij studeerde af in rechten en politieke wetenschappen aan de universiteit van Leiden en werd ambtenaar op het ministerie van Landbouw en Handel. Tijdens de Tweede Wereldoorlog was de effectiviteit van de anti-joodse maatregelen van de Duitse bezetter mede te danken aan zijn medewerking. Hij was de auteur van het "Frederiks Plan", dat zogenaamd bedoeld was om geselecteerde Joden te beschermen, maar in feite om ervoor te zorgen dat zij niet zouden proberen Nederland te ontvluchten door drie speciale kampen in te richten waar zij gemakkelijk door de Duitsers konden worden gegrepen; zij werden in februari 1943 geopend, maar in april van hetzelfde jaar gesloten en hun 700 gevangenen werden naar het concentratiekamp Theresienstadt gestuurd, waar velen van hen stierven. Frederiks moedigde de bevolking ook aan royaal te doneren aan de collectes van door de nazi's opgerichte organisaties als Winterhulp Nederland. Hij publiceerde dit boekje direct na de bevrijding om zich te rechtvaardigen, omdat er een zuiveringsprocedure tegen hem was gestart. De zuiveringscommissie concludeerde dat "Frederiks te goeder trouw in zijn beleid had gefaald" en in januari 1946 verleende de minister van Binnenlandse Zaken eervol ontslag.
