This report is a high-level study of four possible alternatives that were felt to bound the range of options that sould be considered. In summary they are: proceed as planned; cancel the nuclear facility; build a larger facility; and delay the decision until after a siting decision is made for the Consolidated Plutonium Center. It is not a life cycle cost estimate, but rather a comparative cost estimate, ignoring those costs that are likely to be identical for all four alternatives. In addition, the team developed a list of qualitative attributes there were believed to be important to the management decision. Including the addressee, the distribution list was about 45 copies. It is unusual for copies of such studies to survive and enter the collectibles and secondhand book market. The Chemistry and Metallurgy Research Replacement Facility, usually referred to as the CMRR, was a facility under construction at Los Alamos National Laboratory in New Mexico which is part of the United States' nuclear stockpile stewardship program. The facility was intended to replace the aging Chemistry and Metallurgy Research (CMR) facility. It is located in Technical Area 55 (TA-55) and consists of two buildings: the Nuclear Facility (CMRR-NF) and the Radiological Laboratory, Utility, and Office Building (RLUOB). The two buildings were planned to be linked by tunnels and to connect to LANL's existing 30-year-old plutonium facility PF-4. The facility was controversial both because of spiraling costs and because critics argued it would allow for expanded production of plutonium 'pits' and therefore could be used to manufacture new nuclear weapons.
