This… influence is persuasive to small peoples, yet it is a mistake to believe that they are merely pawns on the chessboard of the great. That belief leads to hopelessness in small countries and arrogance in great ones. The history of Finland's policy for security proves that even a small country is always responsible for itself. On its own account a small country decides whether to accept the prt offered to it at home and abroad, or whether to attempt a solution of the problems it encounters from the standpoint of its own people's requirements. Finland has always sought to advance her own spiritual and material development with the good of her international environment also in mind. This has often been difficult, nor has it always perfectly succeeded. Not once, however, has Finland handed over the keys of her own destiny to others. It is therefore that she hs been able to attain her present status as a nationally united and internationally active country.
