It was conducted under the aegis of the Science and Public Policy Program of the University of Oklahoma through a grant from the National Science Foundation. After examining the development of outer continental shelf oil and gas resources and how policies are currently established, the authors turn their attention to topics such as the adequacy of present technologies, the quality of environment and environmental control, government management, and the question of jurisdiction--federal and state.
