Mr. Kent has the freest hand because he has no thesis to be developed systematically and can fire at any mark that offers. He finds marks in plenty and rarely fails to score a hit. He pays his respects to professor Moley the special adviser sweeping into the London Conference by seaplane and naval destroyer only to be sunk within three days, and professor Moley the editor providing the comic touch by advising the veteran M. Litvinov how to conduct himself as a diplomat after he reached the United States. Professor Tugwell. He does not like the New Deal nor the men in it, and he has said so. Yet his position is not totally defined, for Mr. Kent has no particular affection for the Republicans. He stands apparently in that twilight zone which of late has been called, for want of anything better, Jeffersonian democracy. The fundamental tenets of this faith are opposition to government spending and to government concentration. Now excitement over spending leads to rash assertions. Does Mr. Kent really believe, for instance, that there was never a Senatorial liberal who did not abhor the thought of governmental retrenchment and economy, and to whom the mere idea of balancing the budget was not repellent? That goes pretty far and surely anyone acquainted with the liberals on Capitol Hill is aware that these men, however unorthodox on financial matters, do not take so extreme and indefensible a position. Senator LaFollette, to whom tribute is paid for his tax proposals of last summer, is confessedly a senatorial liberal, and yet he does not oppose budget balancing in itself. What he does oppose is curtailed public spending in a period of deflation when private spending dries up. The senator believes in a pay as you go policy as much as does the Baltimore publicist. Where the two part company is over taxes which one believes to be socially desirable and the other regards as an unpleasant necessity. One man's meat --. As a matter of fact, Mr. Kent distrusts the liberals in Congress, and to them he attributes the chief features of the New Deal, something that has a certain amount of novelty since most anti-New Dealers blame all upon the professors. The progressives, however, are rather hesitant about accepting this distinction, and rightly so, for while some progressive ideas have become part of the New Deal, the application has been quite different from anything anticipated. Concentration of power at Washington disturbs many men, New Dealers as well as Jeffersonians. But this trend which indicates future no less than present worries for the political scientist, became apparent long ago. How to change it has not been acceptably answered by anyone, although the merest tyro can point out the evils inherent in governmental bigness. xx See Kent's 1934 WITHOUT GLOVES.…

"He criticized FDR and liberals who tried to disrupt his cherished Jeffersonian principles - the balanced budget, limited spending by the federal government, and a limited government. As his criticism became more severe, he charged that the Democrats no longer stood for states' rights. Kent pronounced the New Deal's AAA farm program a failure and was astonished that the Roosevelt administration did not propose to abandon it, but intended, instead, "to proceed from one experiment that has failed to a more drastic experiment along the same line" in the direction of greater control over agricultural production.
