John Bellenden Ker (1764-1842), an English botanist, author, and editor of the "Botanical Register." His work on English nursery rhymes argued that they were actually written in "Low Saxon", a hypothetical early form of Dutch. This hypothesis is evident in here in the entry for "it rains cats and dogs" where he quotes 'Et reyn's ketse aen d'oogs' . He notes that 'et/het = it, and reyn = sheer, and ketse/ketsen/kitsen = to chase, and finally D'oogs/de oogs = the eyes.
