This book critiques what the author sees as the failures of the Church of England and the Archbishop of Canterbury to provide for the religious needs of the English people, in an era of immense societal change, the industrial revolution, increased population density in urban centers, and rapid technological advancements. The author critiques the Archbishop for failing to heed a memorial from thousands of concerned and prominent laymen, including members of parliament, that detailed the abject failure of the Church of England to expand its reach into the rapidly growing ghettos of factory workers filling the slums of London. The author insists that neither clergy nor doctrine has sufficiently been adapted or expanded to answer the spiritual needs of the population, does not sufficiently take into account the power of lay scripture readers as assistants to clergy, and emphasizes that bold changes are necessary. Despite the fact that large portions of the population are living without spiritual guidance and without ties to the Church of England due to the fact that they have had no contact with the Church whatsoever, the author insists that those in charge of the Church of England are content with the status quo and resistant to ideas that might improve the situation. The author believes that the Archbishop and his fellow bishops could and should do much more to evangelize laypeople in these communities and provide them with both spiritual and secular guidance.
