His association with Kennedy began when the latter was chairman of the U.S. Maritime Commission, and Klemmer stuck with him when he was named U.S. Ambassador to Great Britain; this launched Klemmer on a long career with the U.S. State Department, traveling to assignments around the world; later in life he served as an advisor or consultant to many foreign governments.
