Desde una perspectiva comparada se analiza el impacto de la organización territorial y del sistema de coordinación de la política europea en la formación de las preferencias de los gobiernos de los Estados miembros. Asimismo, se estudia el efecto de las relaciones financieras de los Estados miembros con la UE en las negociaciones, presentando el proceso de la integración europea desde la perspectiva presupuestaria.
