In diesem Kontext stellen sich zwei zentrale Fragestellungen, die mit der Hausarbeit beantwortet werden: Welche Rollen spielen die Theorien 'adverse selection' und 'moral hazard' im Gesundheitswesen und welche prinzipielle Relevanz haben die Theorien auf die Gesundheitsleistungen Gesundheit ist ein hohes Gut für die Menschen und kennt keine Grenzen zwischen Arm und Reich. Sie kann weder erkauft noch erzwungen werden. Bei Erkrankungen wünschen sich die Menschen Genesung, Gesundheit und Hilfeleistungen von Gesundheitexperten. Jedoch sind die Ressourcen im Gesundheitswesen nur begrenzt vorhanden, d. h. es herrscht eine Knappheit zwischen begrenzten Ressourcen und Dienstleistungen im Gesundheitsbereich. In diesem Zusammenhang ergeben sich Fragen zur ökonomischen und ethischen Balance hinsichtlich der Verteilung der begrenzten Ressourcen im Gesundheitswesen. Die Begriffe 'adverse selection' und 'moral hazard' nehmen hierbei einen zentralen Stellenwert ein. Es geht um eine gerechte Verteilung von gesundheitsförderlichen Ressourcen sowie Gesundheitsdienstleistungen in der Gesellschaft. Umso wichtiger ist es, die problematische Situation des Gesundheitswesens transparent darzustellen. Eine bekannte Theorie, die das Verhältnis zwischen Gesundheit und Gerechtigkeit ausdrückt, wurde von Norman Daniels beschrieben. zur Begründung der Theorie verwendet Daniels den Begriff 'Krankheit' in einem biologisch-funktionalen Kontext. Krankheit ist demnach eine Abweichung von einer normalen funktionalen Organisation einer Spezies. Krankheit und Behinderung beeinträchtigen die arttypischen Funktionen eines Individuums ein. Durch Krankheit und Behinderung werden zudem die Chancen eines Individuums im Verhältnis zu den Lebenschancen eingeschränkt, die dem Individuum bei Gesundheit zur Verfügung gestanden hätten. Ethisch betrachtet und nach der biologisch-funktionalen des Begriffs Krankheit sollten für betroffene Individuen die Voraussetzungen für eine arttypische Funktionsfähigkeit aufrechterhalten oder wiederhergestellt werden. Damit betont Daniels, dass es eine Chancengleichheit im Gesundheitszustand geben sollte.

Die EU versucht bereits seit geraumer Zeit mehr Kompetenz im Bereich der Sozialpolitik zu gewinnen und einen Mindeststandard an sozialer Sicherung für die Eurozonen Mitglieder zu schaffen. Diese Bestrebungen sind jedoch nicht ohne weiteres umzusetzen, was bereits durch die Aufgliederung in verschiedene Wohlfahrtsstaatliche Systeme klar wird. Auch Faktoren wie die der Finanzierungssysteme sowie der unzureichenden Kompetenzklarheit auf europäischer Ebene spielen hier eine entscheidende Rolle. Es stellt sich somit die Frage inwiefern die Möglichkeit einer erfolgreichen Implementierung eines europäischen Sozialstaates in nicht all zu ferner Zukunft besteht bzw. realisierbar wäre.Es gilt in dieser Arbeit zu prüfen inwiefern eine Realisierung eines europäischen Sozialmodells bzw. standardisierten Wohlfahrtsstaates unter zu Hilfenahme von Andersens wohlfahrtsstaatlichen Modellen möglich ist und welche Voraussetzungen dafür geschaffen werden müssen. Dies wird an den Beispielen des konservativen Wohlfahrtstaates im Bezug auf Deutschland und des sozialdemokratischen Staates im Bezug auf Dänemark, unter dem Fokus der möglichen Finanzierbarkeit geprüft.
