Dabei werden Aspekte des Diskurses wie Wortwahl, Framing und Argumentationslinien berücksichtigt, um ein Gefühl dafür zu bekommen, welche Ideen und Emotionen hinter den Resolutionen des Kongresses zu China stehen. Das Bild, das sich dabei ergibt, ist, dass die Stimmung im Kongress den Weg, den diese Länder gemeinsam gehen mussten, eindeutig erschwert und unberechenbarer gemacht hat.
