Édition originale très rare.Récit de l'Assemblée de Billom (21-23 avril 1589) où était présent Nicolas Le Digne (v. 1555-1614) qui signe l'ode au verso du titre et l'épître dédicatoire à Madame de Champdenier ; suivi de Lettre du comte de Randan aux villes rebelles de son gouvernement, date?e du 13 aou?t.Jean Louis, comte de Randan, époux d'Isabelle de La Rochefoucauld, gouverneur et lieutenant général pour le Roi en Auvergne, après l'assassinat du duc de Guise à Blois, se déclara ouvertement pour la Ligue. Destitué par Henri III, il convoqua néanmoins les États Provinciaux au Collège des Jésuites de Billom, ville ligueur. Clermont, Montferrand, Saint-Pourcain, Issoire, Auzon refusent de députer.« Le Digne entretenait manifestement des liens étroits avec la famille de La Rochefoucauld, et plus exactement avec le comte de Randan, gouverneur de l'Auvergne. Il adressa à la comtesse son premier écrit de nature politique : La Résolution des Trois Estats du bas païs d'Auvergne, avec la prise de la ville d'Issoire par Monsieur le Compte de Randan : l'opuscule contenait le récit détaillé des délibérations des trois états de la province auvergnate, réunis le 20 avril 1589 à Billom et dont Le Digne fut témoin. Il s'excusait par avance auprès de sa dédicataire d'éventuelles imprécisions : « il n'y a que ce que les tablettes d'un des assistants peuvent contenir ». Son compte rendu s'ouvrait sur la harangue adressée aux députés par François de La Rochefoucauld, évêque de Clermont et frère du gouverneur. Décision avait été prise par les « bons et zêlés catholiques » de déclarer rebelles et perturbatrices du repos public les villes de Clermont (déchue de son rang de capitale provinciale au profit de Riom) et Montferrand, ainsi que celles d'Issoire, Saint Poursain et Ouzon, désormais privées « de tout commerce avec les autres villes, bourgs et bourgades, lesquelles ne leur porteront daucuns vivres & autres commoditez sur peine de confiscation d'icelles. » Le 22 avril, les représentants des États se rendirent solennellement en l'église des Jésuites de Billom, sous la conduite de leur gouverneur Randan et prêtèrent serment d'accomplir en tous points ce qui avait été décidé « entre les mains dudit sieur Évêque de Clermont , en la face de l'Église et sur les saintes Évangiles » dispositions qui furent mises par écrit et signées par les « sieurs des trois ordres » le lendemain, 23 avril, en la grand'salle du collège de Billom. En même temps fut conclue une union défensive et offensive avec la ville de Toulouse, laquelle avait dépêché l'évêque de Castres et deux conseillers à son parlement, afin de la représenter et d'exprimer sa solidarité avec les fidèles de l'Église catholique et romaine d'Auvergne.
