Der Begriff stammt aus der Politikwissenschaft, in welcher verschiedene Theorien zur Partizipation entwickelt worden sind. Einigkeit besteht darin, dass Partizipation neben Freiheit und Gleichheit eine Grundvoraussetzung von Demokratie und unabdingbar für die Legitimation demokratischer Entscheidungen ist. Die konkrete Ausgestaltung von Partizipation ist jedoch vom jeweiligen Demokratieverständnis abhängig. Da Stadtplanung und Stadtentwicklung nicht unabhängig von der Einbettung in das jeweilige politische System begriffen werden können, ist es von Bedeutung, die politischen und zeitgeschichtlichen Rahmenbedingung zu kennen, in denen Beteiligungsprozesse vollzogen werden.
