The health offficials felt that this was outside the realm of public health. They could justify well-baby clinincs; they could justify treatment for venereal disease, as the cure of a case removed a potential spreader of the disease; but it seemed difficult to justify from the point of view of prevention the inclusion of a program for a disease like cancer.The people, however, demanded with increasing insistence that action be taken, and through a legislative resolve passed in 1926 the Massachusetts Department of Public Health was committed to a program of cancer control. A short time later the American Public Health Association took the stand that cancer was a public health activity.
