Lord Marley's first hand account of Biro-Bidjan (Birobidzhan), the Jewish autonomous region located near the Soviet-Chinese border, which he visited in October 1933, five years after it was established by the Soviet Union as a safe haven for international Jewry facing repression in Germany and elsewhere. One of the project's biggest supporters was ICOR (Organization for Jewish Colonization in Russia) which sent money and materials to the region. It dissolved in 1951. Stapled, photo-illustrated, newsprint wrappers (6" x 4 ½"), 14 p. Tiny chip to the crown, toning to newsprint. A Near Fine copy of a fragile item.

This scarce publication takes the form of a report by British politician and diplomat, Dudley Leigh Aman (Lord Marley) on his experiences in Birobidzhan, also known as the "Jewish Autonomous Oblast" of the Soviet Union. In reality, the Jewish Autonomous Oblast was established by Stalin in 1928 in the the remote Russian Far East region, as a means to promote increased settlement in the area and sure up the border region with China. As a side-effect it was to generate good will with the country's Jewish population, who had in recent years faces large amounts of discrimination and violence at the hand of local and Soviet authorities. Although designated as an official home for the Jews, it was nowhere near the areas of the Soviet Union where Jews lived, necessitating large scale immigration across vast distances. In this publication Lord Marley discusses the region with praise for efforts to improve the lives of Soviet Jews and the sense of frontier living, recounting the activities and daily lives of the residents. Illustrated throughout with b/w photographic reproductions. Wrappers with some light water stains and smudges to the covers. Wrappers in very good-, interior in near fine condition.

On February 27, 1933 at approximately 9:00 P.M. pedestrians near the Reichstag (the German Parliament building) heard the sound of breaking glass. Soon after, flames erupted from the building. It took hours to quell the fire, which destroyed the debating chamber and the Reichstag's gilded cupola. Police arrested an unemployed Dutch construction worker, Marinus van der Lubbe, who was outside the building, panting, sweaty and with firelighters in his possession. A few hours later, on February 28, Hindenburg invoked Article 48 and the cabinet drew up the "Decree of the Reich President for the Protection of the People and State." The act abolished freedom of speech, assembly, privacy and the press; legalized phone tapping and interception of correspondence; and suspended the autonomy of federated states, like Bavaria. That night around 4,000 people were arrested, imprisoned and tortured by the SA. Five days earlier, on February 22, Hitler had used his powers as chancellor to enroll 50,000 Nazi SA men (aka storm troopers) as auxiliary police. Although the Communist party had won 17 percent of the Reichstag elections in November 1932, and the German people elected 81 Communist deputies in the March 5 elections, many were detained indefinitely after the fire. Their empty seats left the Nazis largely free to do as they wished. Later that year, a sensational criminal trial got under way. The accused included van der Lubbe, Ernst Torgler (leader of the Communist Party in the Reichstag) and three Bulgarian Communists. As the trial in Germany proceeded, Willi Münzenberg, a German Communist, together with other Communists, undertook their own investigation of the fire. The research resulted in the publication of The Brown Book on the Reichstag Fire and Hitler Terror. It included early accounts of Nazi brutality, argued that van der Lubbe was a pawn of the Nazis, and that the Nazis orchestrated the fire to consolidate political power. The book became a bestseller, translated into 24 languages. Wilhelm "Willi" Münzenberg was a German Communist, political activist and publisher. He was the first head of the Young Communist International in 1919-20, established the famine-relief and propaganda organization Workers International Relief in 1921, was a leading propagandist for the Communist Party of Germany (KPD) during the Weimar Era, but later grew disenchanted with the USSR because of Joseph Stalin's Great Purge of the 1930s. After Stalin wanted him arrested for treason, he left the KPD and in Paris became a leader of the German émigré anti-fascism and anti-Stalinist community until forced to flee the Nazi advance into France in 1940. Arrested and imprisoned by the Daladier government in France, he escaped prison camp. A few months later his remains were found in a forest near the commune of Saint-Marcellin, France. The circumstances pointed to murder but it is unclear whether the killers were the Russians or the Germans. Both wanted him dead.

Written three days before Marley left for Germany as a distinguished guest at the Berlin Olympics, in part: "I shall be willing to have my address broadcast.it might be advisable for only the first 15 or 20 minutes to be for the radio.In view of the menace to peace of world affairs today there can be no doubt as to the public interest and importance of a responsible British viewpoint." Marley closes the letter with a slap at Germany: "There is a temporary lull in the immediate danger of war which I hope will last out the duration of my American tour." Very good condition. Born Dudley Leigh Aman, he was a distinguished British soldier and longtime member of the House of Lords, becoming Deputy Speaker from 1930 - 1941. Marley devoted great energy to projects that fostered an awareness of the Jewish plight in Europe during World War II -- a topic that was dear to his heart.
