FDR. eisenhower. kennedy. carter. reagan. ~ AT THE START OF 1987 THE ISSUES OF presidential health and disability had suddenly vaulted into the public consciousness. Americans wondered aloud whether their 76~year~old president, his image battered by revelations in the so~ called Iran~contra affair and by his third major operation since taking office, might be too old and impaired to serve. Ronald Reagan allayed much much of the concern through an effective news conference performance in March. The openness with which he, his spokesmen and doctors had discussed his previous health crises had also reassured many Americans. But observers watched carefully to see what the future would hold and whether such candor about his health would continue. Too often in the past the country has been kept in the dark about the true condition of a seriously ill chief executive, according to Edward MacMahon and Leonard Curry. The result, write the authors of MEDICAL COVER~ UPS IN THE WHITE HOUSE, has been that a physically or mentally unfit president continued to wield his enormous powers, posing a threat to governmental stability. In a nuclear age an impaired president could endanger the world. Contrary to popular belief, the Constitution does not provide a quick and sure means for coping with a disabled president. So far we have been lucky but unless changes are made our luck may run out, argue MacMahon and Curry. The authors contend that our system of caring for presidents is seriously flawed. And despite efforts over the years to fill gaps in the Constitution, they demonstrate that under not~so~ far~fetched circumstances the nation could face a crisis of government if a chief executive became disabled. MEDICAL COVER~UPS IN THE WHITE HOUSE recounts the experiences of nine presidents who faced health crises from Garfield to Reagan, including Wilson, FDR and Kennedy. In each case the authors present the full medical story, as opposed to the account given at the time by the White House and in some cases, still carried in history books. MacMahon a physician, and Curry also assess the quality of medical care received by the presidents. They come to the startling conclusion that the president of the United States, someone who has available to him the very best in medical talent and resources, has often been the victim of a faulty diagnosis, inferior treatment or both. The authors examine the institutions and system that permit both medical cover~ups and inferior medical care and offer proposals for improving the quality of presidential medical care, for preventing cover~ups and for removing disabled presidents from office.
