In order to understand the project s development priorities, it is relevant to position it in the wider national and city context.[.]Kartal-Pendik s story has many predecessors in Istanbul and in the world. It is an old story that tells us that quality of life can be achieved primarily with economic growth. It is part of the neoliberal s thought.[.]The challenge in city-making is to find forms of governance able to use the generative economic aspect of the city, in a more equal way for all the citizens (Soja and Kanai, 2007), (Harvey, 2008). 'It is not easy to create a truly sustainable city, but certain condition must be met: transparent governance, decent legal work, innovative infrastructures to conserve the environment, intelligent land use with integrated community development and social cohesion along with cultural diversity' (Perlman & O Meera, 2007: 185). Observing the city and describing its spatial changes are the tools used to examine this compatibility. Building a city is not just a physical act but the materialization of our decisions and/or aspirations, which happen in a cultural, economic and social framework. City planning and neo-liberalism are two different politics (Chang 2010). Asking how and in what extent they are compatible is like asking whether the Republican Party politics is compatible or not with the Democratic one. The final aim is the same for both: to improve society, but the tools chosen may differ for each of them. The point that is important to make is that both parties are parts of a bigger picture that is called democracy. In a democratic state the power belongs to the people who have the right to vote and therefore to elect their representatives. Equally, neo-liberalism (also known as free-market capitalism) and city planning are parts of a bigger economic system that is called capitalism. There are many ways to intend capitalism, neo-liberalism is just one (Chang 2010). The relation between state and market in a democratic state is a relationship of power and distribution of duties, and it has been changing through the years reflecting our value, morals, beliefs and our understanding of the world.

This has called for a fundamental review of many elements of our society. In that respect, democracy, the rule of law and close international cooperation has been and will continue to be our strongest weapons' Prime Minister Jóhanna Sigurðardóttir reflecting on the Icelandic economic collapse, 12 April 2010.The neoliberal experiment which was undertaken in Iceland, from the 1990s up to the financial collapse of 2008, generated unprecedented inequality not just in the country's income distribution (Olafsson & Kristjansdóttir 2010) but in the built environment as well. This paper outlines the spatial inequality that has emerged in the city of Reykjavík and its political, economic, cultural context. Different urban artifacts are examined through Sennett's concept of Open City, which gives us the instrument to value their spatial definition. Finally we ask ourselves whether the political revolution that followed the economic meltdown has produced signs of change in our city.

This research focuses on the small city of Reykjavík (118,326 inhabitants), and investigates how the planning system is trying to build a new urban strategy away from the world city model which was adopted until the banking collapse of 2008. The results reveal that the city is going through a cultural renaissance animated by a multitude of small events, enhancements of the public realm, grassroots initiatives and a more fruitful collaboration between planning authorities and citizens. At the same time the new Reykjavík master plan currently under discussion is prioritising growth scenarios affiliated with big-iconic developments. This dissertation concludes that the planning system needs to support a more responsive, integrated and holistic urbanism at a regional and governance level. It should support a politics of small things, protecting the human scale, the sense of place, and diversity, by enhancing the endogenous resources and developing processes of participation in the city making which are the bases of the reconstruction of trust, self-confidence and citizenship.
