J'ai senti le devoir de dire ce qu'ils ont été, les risques qu'ils ont pris. Je rapporterai les conseils, non suivis, qu'ils donnèrent pour conserver à la France une vraie grandeur, pour se garder de la fausse, et pour éviter les guerres d'Indochine et d'Algérie, ainsi que d'autres causes de rétrécissement.
