Dopo la decisione del Ministero dell'ambiente di individuare e registrare alcune zone come "aree ad alto rischio di crisi ambientale", si è aperto un dibattito su specifici piani globali di risanamento. Rispetto ad altre situazioni di degrado, come l'alluvione in Valtellina o le zone terremotate, le aree ad alto rischio ambientale procurato da attività industriali si distribuiscono in tutto il territorio nazionale, soprattutto nelle fasce costiere, e coinvolgono una quantità assai rilevante di popolazione. Non solo, ma la loro caratteristica dominante è la presenza di comparti industriali obsoleti, come vecchie concentrazioni chimiche, petrolchimiche e siderurgiche, figlie di quella programmazione, degli anni '70, che vedeva nella formazione dei grandi poli industriali la condizione base per un miglioramento economico, soprattutto nel Sud.
