Sprekend over de nationalistische beweging in Nederlands-Indië is het niet eenvoudig een duidelijk scheidslijn te tre…kken tussen ?gematigd? en ?radicaal? ?Gematigd? wordt hier gebruikt voor groeperingen die overtuigd tegenstander van het gebruik van geweld en het ontregelen van de openbare orde waren; die geleidelijk, en liefst in samenwerking met het gouvernement, het doel van zelfstandigheid of onafhankelijkheid wilden bereiken en dus zitting namen in vertegenwoordigende raden als de Volksraad; en die geen massale demonstraties of stakingen organiseerden en slechts bij wijze van uitzondering deelnamen aan dergelijke acties. Centraal staat de ontwikkeling van drie Javaanse organisaties en een Sumatraanse vereniging, die allen in de roerige jaren twintig een warm hart voor de nationalistische zaak koesterden en daarbij probeerden het hoofd toch koel te houden: de studentenverenigingen Jong Java en de Jong Sumatranen Bond, het cultureel georiënteerde Comité voor het Javaans Nationalisme en Boedi Oetomo, de bekende Javaanse nationalistische partij. De activiteiten van deze organisaties vonden hoofdzakelijk op Java plaats. Uitgebreid wordt de ontwikkeling van deze vier organisaties in de jaren twintig beschreven. Onderzocht wordt het gedachtegoed van de leden en hun onderlinge verhoudingen; hun stellingname in belangrijke politieke, sociale en culturele kwesties en hun relatie tot het gouvernement en de meer radicale nationalisten.
