In particolare, lo studio del processo di implementazione dei piani strategici, che nella piccola realtà portoghese si è attuato anche attraverso progetti di riqualificazione urbana, mette in luce le contraddizioni e la fragilità di politiche urbane per la sostenibilità in cui prevalgono retoriche esogene sullo sviluppo urbano, gli interessi di pochi, l'efficienza dell'attuazione a scapito di un dibattito e di un confronto ampio tra assetti di conoscenza differenti, esperte e comuni. I conflitti più o meno latenti e che hanno accompagnato questo processo di pianificazione ad Aveiro suggeriscono che la conoscenza e la sua co-produzione rimangono un tema 'minore' e un nodo chiave ancora da sciogliere per poter pensare in modo integrato la transizione verso la sostenibilità non solo nella fase di costruzione delle strategie ma durante tutto il processo di implementazione delle politiche urbane.
