From an appreciation found on line for Philip Mosely: "Mosely landed at Cornell University in 1936. He immediately demonstrated entrepreneurial zeal, winning a Rockefeller Foundation grant to expand Russian studies and serving as secretary of the Committee on Slavic Studies of the American Council of Learned Societies (ACLS). Over the next decade, Mosely would help steer Rockefeller, SSRC, and ACLS work toward the new enterprise of area studies. The transformation of American academic life during World War II would turn Mosely (and many other ambitious and talented scholars) from a grant recipient into a grant-maker, and from a diplomatic historian into a diplomat." From an on-line posting: "Herbert Whittaker Briggs was a prominent figure in the field of International Law where he made important contributions as a scholar and educator and served on the United Nations International Law Commission. Born in Wilmington, Delaware, in 1900, Briggs was one of a small group of American international lawyers in the twentieth century who did not hold a law degree. He received an A.B. from West Virginia University in Morgan-town, West Virginia, in 1921 and a Ph.D. from Johns Hopkins University in Baltimore, Maryland, in 1925. Over the next four years, he studied international law in Brussels, Belgium, and at the Hague Academy of International Law; served as a research associate at the Foreign Policy Association; and taught at Oberlin College in Oberlin, Ohio, and at Johns Hopkins. In 1929, he joined the faculty at Cornell University in Ithaca, New York, where he remained until his retirement in 1969. At Cornell, Briggs taught international law, international organization, and international politics as a member of both the Department of Government and the law faculty. Briggs had a distinguished career as a scholar and editor. His best-known work was The Law of Nations: Cases, Documents and Notes (first published in 1938), which became a standard text in international law courses throughout the country. In addition, he was the author of The Doctrine of Continuous Voyage (1926), The International Law Commission (1965), two sets of lectures at the Hague Academy, and more than eighty articles on international law topics. Throughout most of his career, Briggs was closely associated with the American Journal of International Law, serving on the journal's board of editors from 1939 until his death and as editor in chief from 1955 to 1962. He was president of the American Society of International Law in 1959 and 1960. In addition to his work as an educator and scholar, Briggs also had an active career as an international lawyer. From 1962 to 1966, he was a member of the United Nations International Law Commission. In 1968, he was named to the U.S. delegation to the Vienna Conference on the Law of Treaties. In addition, he served as counsel for Honduras, Spain, and Libya in four cases before the International Court of Justice. He also served as counsel for Canada and Chile in international arbitral proceedings. In 1975, he was one of five persons appointed by the governments of Great Britain and France to serve as a court of Arbitration to delimit a portion of the continental shelf in the English Channel. Endpapers with brown tiger design; an oval portrait of Joseph Vehon (1834-1918), the founder of the clothing manufacturing company, on the front free endpaper. 1920-1. Joseph Vehon, president of the Royal Tailors, Chicago pioneer and originator of the "money back" and "tailor to the trade" system, was born in Poland. He immigrated to the United States penniless at the age of 18. He sold merchandise in New York state. Arriving in Chicago in 1861, he opened Vehon Bros. & Eiger at Monroe and Clark streets, but the depression after the Civil War forced the closure of his men's clothing store. He moved to Monticello, Iowa, in 1870 where he originated the "money back if not satisfied" system of selling clothing. Returning to Chicago in 1886, he opened a store at Halsted and Mark streets. In 1906 he constructed a new building for his thriving business at Polk and La Salle streets. His garment business for men's customized fashions employed over two thousand tailors in Chicago and New York with clothing sold in 10,000 cities and towns across America. After his death his son, Morris (1876-1950), and daughter, Emma, carried on the family business. The next section is headed 'Tips for the desert', with subheadings 'Clothing', 'Stores and Equipment', 'M. T.', 'Comforts' (including a list of 13 'boon' commodities, from 'N.C.I. powder for fleas' to 'Salt water soap'), 'Hygiene' and 'General'. A section headed 'Hints on desert driving for "B" vehicles' follows, with three short sections ending the document: 'Navigation', 'Maps' and 'Wind'. Dozens of pieces of advice, including: 'When in vicinity of the enemy or on roads or tracks known to have been attacked from the air, air sentries on the move and at the halt are essential. When attacked by enemy aircraft evacuate obliquely from vehicle.', 'Packing of rations and utensils when operating over rough country demands great care. Tea and sugar should be carried in tins and not in paper bags Eggs should be packed in sand. Boxes or packages must be wedged tightly together in vehicles with the heavier stuff underneath. Bread should be wrapped in damp cloth.', 'The navigator is not infallible. The commander or second navigator should always check up on him. If necessary or in doubt a halt should be called for a moment to check up. It is better to do this than go miles out of your course.', 'If you break down or get lost, STAY by your VEHICLE.
