Die von mir geleitete Arbeitstelle Medien und Politik übernahm die Verantw- tung, Sabine Nehls die Arbeit. Sie legte eine Studie vor, in der bei bemerke- werter Herangehensweise das Thema der gewerkschaftlichen Medienpolitik allgemein und der Arbeit von Rundfunkräten speziell im Mittelpunkt stehen. Die Unterstützung durch die Stiftung war verdienstvoll, denn ¿ das zeigt auch diese Untersuchung ¿ die Rundfunkräte wurden bisher kaum empirisch untersucht. Frau Nehls schließt damit eine Lücke und wirft zugleich neue Fragen auf. Warum sind die Rundfunkräte so konstitutiv für die deutsche Medieno- nung? Am Beginn der modernen Rundfunkentwicklung in Deutschland stand Hans Bredow, bis 1933 Vorsitzender des Verwaltungsrats der Reichs-Rundfunk- Gesellschaft (R.R.G.). Als gelernter Ingenieur und hoher Repräsentant des Po- ministeriums neigte er zu technokratisch-bürokratischen Lösungen, ganz sicher war er damals kein Demokrat. Er zeigte sich vor allem als Etatist, gleichwohl beschäftigte ihn schon w- rend dieser Jahre in höchster Weimarer Rundfunkverantwortung die Frage, wie Bürger in die Rundfunkarbeit einbezogen werden können. Er setzte sich dafür ein, dass bei den regionalen Rundfunkgesellschaften Kulturbeiräte etabliert w- den, deren Einfluss aber auf Beratung reduziert blieb.
