The collection of documents compiled, edited, and translated with commentaries by Nicholas Pronay and John Taylor is a useful intro- duction to some of the unofficial records of parliament in the Middle Ages. The work includes the "A" and "B" recensions of the Modus Tenendi Parliamentum, the text of the Irish Modus, a Rochester account of the disputes in the Parliament of 1321, a Colchester account of the Parliament of 1485, and a draft of the protestation of the Speaker in 1504. The Modus Tenendi Parliamentum has deservedly received the most attention from historians, but this is the first joint edition of the "A" and "B" recensions. The "B" recension exists in several texts, such as the Record Commission edition of 1846, while the only recent "A" version (with some "B" readings) is in Maud Clarke's Medieval Representation and Consent (1936). Pronay and Taylor see the Modus as a manual for the conduct of parliament utilized primarily by lawyers, not as a political document. They base this conclusion on locations of the Modus manuscripts, the inattention paid to it until the reign of Richard II (the Modus was probably written in the 1320s), the lack of controversy surrounding it until the sixteenth century, and the difficulty in assigning it to any political party of the reign of Edward II. However, other historians, such as J.R. Maddicott and Natalie Fryde, regard the Modus as a political document. As is the case with other theoretical documents, events soon outdistanced the Modus. The account of the first Tudor parliament in 1485, produced by the mem- bers from Colchester, shows how parliament had evolved along the lines laid down by the Modus yet in a somewhat diverging fashion. This earliest parliamentary diary gives a view of parliament that contrasts with that protrayed in the parliament rolls. The Colchester account does not record the King's address to parliament or the re- quest by the Lords and Commons that Henry VII marry Elizabeth of York even though both events are recorded in the parliament rolls. Both omissions are interest- ing examples of what M.P.s considered important and unimportant-examples that can be found in many later parliamentary diaries. Pronay and Taylor render an important service in printing the Modus Tenendi Parliamentum and other supporting documents in the development of parliament. Their conclusions regarding the Modus may be open to question, but the value of their careful edition is evident.-- John M.
